Coinciding with the beginning of the revelation of the Holy Qur'an, the men of Hijaz could have permanent marriages with an unknown number of women without respecting their rights, but in the 92nd revealed Surah (Surah Nisa), men can marry a maximum of four women, otherwise, only one, provided that they observe justice. They were able to get married. Considering the wisdom of the gradual descent of the Qur'an, the question arises that the active activism of the Holy Qur'an in creating this limitation in the course of the descent was based on what pattern? Investigating the dimensions of the authority of the revelation of the Holy Quran and the importance of the gradual method in cultural developments requires this issue to be investigated. An analytical study of various evidences shows that the Holy Quran instituted this limitation in three stages: First stage: intelligent silence against the popular culture and efforts to revive the character of women and establish the desirability of marriage in the practical life of the Prophet (PBUH); The second stage: prohibiting new marriages for the Prophet (PBUH) in Surah Ahzab and finally limiting the marriages of believers in Surah Nisa. In this process, the first two stages are actually the basis for the realization of the third stage.
